Your problem may be that you have another piece of software on your computer
which has "captured" the alt-click sequence on your computer and rendered it
useless in photoshop. This happened to me, and I had to guess/remember what
recent software I had downloaded; I uninstalled a few minor things, and
voila photoshop started working the right way.

I can't explain how or why this works, but it does. There are posts in the
adobe photoshop forums about this issue, which would probably have more
helpful details.
