Try downloading a demo of Paintshop Pro.  There's dodge and burn
capabilities - try the Retouch tool which does dodge, burn, saturation,
lightness,hue, smudge... lots and LOTS of things.  You can also combine
layers with dodge and burn and lots of other effects.
