The UK magazine Practical Photography October issue has a test of film
scanners
(both flatbed w/adapers and dedicated filemscanners).

They test a model called Plustek OpticFilm 7200 which is only £170.
It isn't given top marks, but at that price  it could well be worth
checking out.
