I think it depends - they seem to have a threshold that it is not worth 
grabbing you for. Some thing small and cheap seems to get through, where bulky 
and expensive won't.

I don't have any experience with computer bits, but I do import my own strings 
for the bass.

I think I would say that as international shipping is a major part of their 
trade, they should expect that and include it as part of the price.
