Seems to me (I'm in my "inventing" mode here) that a super-static material, 
cut to fit the film-holder (and maybe rubbed with wool, if plastic or mylar) 
would re-collect a lot of dust from inside the scanner, if that's where the 
problem is.  Just a thought.
