filmscanners: Vuescan - Meaning of White Point (%) setting

In Vuescan, what exactly does the Color>Whit point setting indicate? If the
Color>White point is set to 0.5% (default), does that mean that the 0.5%
brightest pixels will be set at 255,255,255? And ditto for Black point?

Why is the default White point set to 0.5%, but the RGB components change
after a scan?

Thanks.
