Alan,pre-soaking is not recommended.
Dev is designed to "soak" through the different layers in a
predetermined fashion.Pre-soaking alters the speed and strength of the
dev so giving non standard results.
Pre heat the dev tank and spiral then load the film,place the loaded
tank in water 5 degrees or so above your dev temp for a few minutes to
warm through and away you go.
