Primary Purpose
Serve as a Forensic Examiner to perform all types of fingerprint examinations; stays abreast of the latest research to determine the best analytical methods to examine evidence; conducts examinations of highly complex and unique evidence; and composes a variety of reports. Initiates, performs and oversees examinations of a wide-variety of materials using one or more specialized forensic science techniques, including use of an Automated Fingerprint Identification Systems (AFIS) and related image enhancement tools.
Essential Job Functions
- Provides forensic examination of evidence in cases involving multiple submissions where inter-comparison of evidence is necessary. Coordinates with outside government agencies as necessary to facilitate forensic examinations in complex cases. Participates in liaison and meetings with client's technical representatives; meets with officials from other designated agencies/organizations to coordinate matters of mutual interest.
- Initiates and performs the full range of analytic procedures in a forensic laboratory and field laboratory or similar settings. Procedures include examinations to identify and characterize complex evidence and provide findings in a clear and concise manner. Examination process includes the preparation of sample/s, selecting and entering instrument settings, performing scientific analyses, and tabulating results. Coordinates as necessary with outside laboratories and/or other agencies and industry.
- Utilizes and modifies as necessary a variety of highly complex scientific equipment and procedures in order to obtain detailed and sometimes obscure characteristics of a wide-variety of unique evidentiary materials. Interprets findings to allow non-scientific end users to incorporate scientific findings into operations, research, and additional analysis.
- Using sound scientific principles modifies, adapts and develops standard methods and techniques in order to identify critical characteristics of evidence. Identifies and initiates appropriate steps to solve a variety of analytical problems. Performs transfer of technology, methods development and validation applicable to analysis of evidence. Identifies research requirements to enhance examination methods and coordinates with the client and other research components as necessary. Stays abreast of the latest research/developments in scientific methods to identify possible solutions to complex problems.
- Prepares and furnishes authoritative oral and written reports to facilitate investigative, intelligence, prosecution and other functions that support mission requirements. The reports will require the ability to clearly convey the opinions and findings as determined through detailed examinations and analysis.
- Provides authoritative support to the client and other components within a multi-agency activity. Capable of describing detailed findings to peers, other scientists and other entities approved by the client. Will provide training and mentorship regarding the examination process, use of an Automated Fingerprint Identification System (AFIS) and related functions to other contractors and the client, as may be required, to ensure a highly trained staff consistent with the needs of the mission.
Requirements
Bachelor's degree in Biology, Chemistry, Forensic Sciences, Physical Sciences, or related field and ten years of job related experience. Must have extensive experience conducting scientific research and adapting/developing technical procedures to improve examinations. Must have experience in oral and written communication sufficient to present results of analyses and/or other technical material to peers, adjudicating authorities and/or other client approved entities. Must have experience in the use of Automated Fingerprint Identification Systems (AFIS) for searching and comparing latent prints and known impressions, to include use of Department of Defense (DoD) Automated Biometric Identification System (ABIS), Federal Bureau of Investigation (FBI) Integrated Automated Identification Fingerprint System (IAFIS) and the Universal Latent Workstation (ULW), and /or Department of Homeland Security IDENT system; experience using related image enhancement tools/systems. Must be able to obtain and maintain a Secret security clearance; preference will be given to those who currently hold an Active Secret or higher security clearance For OCONUS work, must be able to pass DoD physical health screening requirements. Work locations include Charleston, SC, Washington, D.C. area, and OCONUS.
