Forensic Laboratory Manager – Criminalistics
The primary mission of the Department of Public Safety is to provide a safe environment for the citizens of Colorado by maintaining, promoting and enhancing public safety through law enforcement, criminal investigations, fire and crime prevention, recidivism reduction and victim advocacy. The Colorado Department of Public Safety includes five divisions created by the Colorado General Assembly. The divisions are the Colorado State Patrol, the Colorado Bureau of Investigation, the Division of Criminal Justice, the Division of Fire Prevention and Control, and the Division of Homeland Security and Emergency Management. In addition there are three major offices within the Department. They are the Colorado School Safety Resource Center (CSSRC), Human Resource Services (HRS), and the Executive Director's Office (EDO).
This position is with the Colorado Bureau of Investigation (CBI), Colorado's premier criminal justice agency, where our dedicated members are committed to exemplary service through fighting crime, managing information and pursuing justice.

Description of Job
The Laboratory Manager is responsible for the day-to-day management of the Criminalistics (Firearms and Latent Fingerprints) staff and section in the Denver Laboratory. This includes all managerial, technical and administrative aspects in the Criminalistics section. The following details the primary duties of the position:
- Leading, directing and mentoring assigned Criminalistics staff in the Denver Forensic Science Laboratory;
- Insisting on excellence in the work product implementing all aspects of the Quality Management System including but not limited to: timely, accurate completion of all technical and administrative review of all casework, timely completion of competency/proficiency tests, ensuring random reanalysis of cases, timely identification, correction and remediation of all nonconformities or departures from established policies and procedures;
- Adherence to all applicable state laws and federal rules;
- Monitoring the Criminalistics budget, confirming relevant information is accurate, up-to-date and timely to ensure fiscal responsibility. This includes but is not limited to: payroll management, overtime dollars, employee travel expenses, training dollars, procurement of commodities/equipment;
- Continually assessing the fiscal impact on all proposed legislation influencing the Criminalistics Section and keeping the Denver Laboratory Director and Forensic Services Director apprised of all current and pending fiscal considerations;
- Responsible for assisting with overall management of currently awarded system-wide grant(s) and must ensure the judicious and precise management of the grant(s);
- Evaluating work schedules and developing work plans and objectives;
- Evaluating equipment needs to ensure the laboratory is state of the art; ensuring equipment is functioning and well maintained;
- Assigning, monitoring and managing the backlog, ensuring all quality standards are being met;
- Communicating with and assessing the needs of the law enforcement and the criminal justice community including but not limited to law enforcement agencies, district/defense attorneys' offices, vendors, forensic science organizations and educational institutions;
- Ensuring the highest level of customer service to all user agencies, effectively changing priorities as necessary to meet their needs including the timely completion of casework and judicious response to questions and concerns.
- Assisting throughout the laboratory with rush cases and conducting pre-submission meetings;
- Effectively and respectfully interacting with all levels of personnel within the laboratory, the CBI and the Department of Public Safety.
- Serving as a leader, facilitating and guiding the job performance of subordinates by coaching, counseling and providing timely feedback;
- Ensuring the development of skills necessary to enhance the individual's career, including participation in various educational opportunities such as training classes, conferences and seminars;
- When delegated has the authority to issue corrective actions, develop and sign performance plans, evaluate employee performance, and resolve informal grievances;
- Must possess working knowledge of ISO 17025 and ASCLD/LAB-International Supplemental Requirements in order to implement, monitor and support the management system;
- Assisting in developing or revising policies and procedures to meet ISO 17025 requirements, while ensuring the efficient, effective operation of the laboratory. Ensuring compliance of these policies and procedures by subordinates. These policies and procedures are outlined in the Quality Operations Manual (QOM), Discipline Operations Manuals (DOM), Training Manual (TM), Safety Operations Manual (SOM) and Evidence Operations Manual (EOM);
- Possessing or gaining a thorough knowledge of the CBI's directives, goals and objectives. Training, guiding and supporting subordinates to ensure compliance;
- Participating in a variety of other duties in Forensic Services or elsewhere including assisting in other disciplines or laboratories, coaching a staff member, communicating information system-wide not related to Criminalistics, helping in another CBI unit, representing CBI at an outside event;
- Requires proficient written and verbal communication skills.
- Is a sworn law enforcement supervisory position within the CBI.
This position requires dedication, commitment, loyalty and an unwavering work ethic. The individual must be supportive of the CBI's overall mission, goals and values. The position requires 24/7 availability, including weekends and holidays. Work may be conducted anywhere in the State of Colorado. This position will report directly to the CBI Denver Laboratory Director and may also receive direction from the Director of Forensic Services, the CBI Deputy Director, and the Director of CBI.
Minimum Qualifications, Substitutions and Conditions of Employment
Requirements
Graduation from an accredited college or university with a bachelor's degree in biology, biochemistry, chemistry, molecular biology, forensic science or another natural science field, plus TWO YEARS of full time actual forensic casework experience, excluding training. Also, applicant's experience must be from an ISO/IEC 17025:2005 or ASCLD/LAB Legacy accredited laboratory. A copy of your education transcripts must be attached to your application at the time it is submitted.
Preferred Qualifications
Two years of forensic supervisory experience in an accredited laboratory is preferred.
Additional Requirements
Applicant must be willing to be fingerprinted, successfully pass a polygraph, drug screen, extensive background investigation, and psychological exam. If you have used any illegal drugs in the past three years, or have been convicted of a felony or have a history of criminal activity, you will be disqualified and will not be hired for this position.
Comparative Analysis and Examination Schedule
We will be holding the 4-stage examination and conditional employment process for this recruitment the week of August 26, 2013. Applicants must be available Monday through Thursday of that week, August 23rd through August 30th. As candidates advance through each phase of the process, they will be notified and must attend each subsequent stage in order to remain in consideration. The four stages of this process include:
- Oral and/or written assessment
- Polygraph testing
- Executive interviews
- Psychological suitability and drug testing
The selection process for this position is expected to be completed within 90 days from the date of this announcement through the conclusion of the necessary background investigations for applicants who receive a job offer.
