Forensic Laboratory Manager – Training, Development, and Research
The primary mission of the Department of Public Safety is to provide a safe environment for the citizens of Colorado by maintaining, promoting and enhancing public safety through law enforcement, criminal investigations, fire and crime prevention, recidivism reduction and victim advocacy. The Colorado Department of Public Safety includes five divisions created by the Colorado General Assembly. The divisions are the Colorado State Patrol, the Colorado Bureau of Investigation, the Division of Criminal Justice, the Division of Fire Prevention and Control, and the Division of Homeland Security and Emergency Management. In addition there are three major offices within the Department. They are the Colorado School Safety Resource Center (CSSRC), Human Resource Services (HRS), and the Executive Director's Office (EDO).
This position is with the Colorado Bureau of Investigation (CBI), Colorado's premier criminal justice agency, where our dedicated members are committed to exemplary service through fighting crime, managing information and pursuing justice.

Description of Job
The purpose of this position is to provide leadership, administration and management of the system-wide training, development and research programs. This person is responsible for the creation, implementation and monitoring of all related programs for the Colorado Bureau of Investigation Forensic Services.
Training and development expectations encompass:
- New employee orientation
- New forensic scientist training to demonstrate knowledge and competency
- Mandatory discipline-specific continuing education
- System-wide trainings including but not limited to trainings in safety, ethics, testimony, accreditation
- Ensuring all training content is relevant, understandable, clear and results are monitored;
- Conducting specific needs based assessments for evidence, administrative and disciplines;
- Reviewing and maintaining the training records for the current staff;
- Ensuring all training documents are audited in a timely, efficient manner and findings are remediated properly;
- Ensuring the requirements of ISO/IEC 17025 are met or exceeded as they pertain to training, development and research;
- Assisting with the creation/design, implementation and monitoring of the accreditation program;
- Influencing system-wide training and development policies and procedures;
- Creating a viable research program including but not limited to:
- Drafting and seeking approval for the policies and procedures surrounding research
- Creation of all necessary forms and documentation
- Creation of a peer review committee to evaluate the research
- Collaboration with the forensic scientists and management
- Understanding the current workload of a scientist requesting time to do research; redistributing casework as needed
- Securing internal/external funding if necessary
- Creating methodologies and time and action calendars to monitor the progress of the research
- Ensuring publication of the completed research
- Keeping abreast of the latest techniques, technologies and instrumentation by:
- Ensuring literature review for the disciplines/sub-disciplines
- Ensuring knowledge gained by scientists through external sources is shared with peers and management
- Ensuring the latest information and advances have been solicited from industry leaders such as the national Technical Working Groups and the national Scientific Working Groups
- Responsible for coaching, mentoring and developing the system-wide Forensic Services staff regarding all training, development and research issues;
- Assisting and mentoring those designated as discipline/sub-discipline or system trainers;
- Adherence to all applicable state laws and federal rules;
- Assisting other members of management with personnel-related issues including work place performance, customer service related concerns, issues with demeanor, attendance;
- Ensuring timely follow-through in all personnel related issues
- Serves as LIMS (Laboratory Information Management System) Coordinator with responsibilities including the overall functioning, monitoring, maintenance and upgrade of all hardware and software;
- Ensuring system-wide LIMS compliance in order to meet or exceed ISO/IEC 17025 accreditation requirements;
- Working closely with the LIMS vendor to ensure the needs and requirements of Forensic Services are met or exceeded;
- Conducting training on all facets of the LIMS system including introductory instruction and all revision and upgrade training;
- Accurately populating and maintaining all pertinent training information in Qualtrax, the document control software;
- Responsible for all budgetary matters relating to training, development and research;
- Working in conjunction with the management peer group on system-wide training, development and research matters;
- Keeping the Forensic Services Director apprised of all current and pending fiscal considerations;
- Assisting with grant management as instructed by the Forensic Services Director;
- Doing your part to ensure compliance of all policies and procedures as outlined in all CBIFS manuals;
- Participating in a variety of other duties in Forensic Services or elsewhere including assisting in other discipline or laboratory, coaching a staff member, communicating information system-wide not related to training, development or research, helping in another CBI unit, representing CBI at an outside event;
- Has staff authority, serving as the expert on training, development and research issues;
- Must possess working knowledge of ISO 17025 and ASCLD/LAB-International Supplemental Requirements in order to implement, monitor and support the management system;
- Assists in developing or revising policies and procedures to meet ISO 17025 requirements, ensuring efficient, effective operation of the laboratory. Ensures compliance of these policies and procedures by subordinates. These policies and procedures are outlined in the Quality Operations Manual (QOM), Discipline Operations Manuals (DOM), Training Manual (TM), Safety Operations Manual (SOM) and Evidence Operations Manual (EOM). Must possess or gain a thorough knowledge of the CBI's directives, goals and objectives.
- Must train, guide and support subordinates to ensure compliance.
- Requires proficient written and verbal communication skills.
- Is a sworn law enforcement supervisory position within the CBI.
This position requires dedication, commitment, loyalty and an unwavering work ethic. The individual must be supportive of the CBI's overall mission, goals and values. The position requires 24/7 availability, including weekends and holidays. Work may be conducted anywhere in the State of Colorado. This position will report directly to the Forensic Services Director and may receive direction from the Denver Laboratory Director, the CBI Director or another member of executive management.
Minimum Qualifications, Substitutions and Conditions of Employment
Requirements
Graduation from an accredited college or university with a bachelor's degree in biology, biochemistry, chemistry, molecular biology, forensic science or another natural science field, plus TWO YEARS of full time actual forensic casework experience, excluding training. Also, applicant's experience must be from an ISO/IEC 17025:2005 or ASCLD/LAB Legacy accredited laboratory. A copy of your education transcripts must be attached to your application at the time it is submitted.
Preferred Qualifications
Two years of forensic supervisory experience in an accredited laboratory and professional work experience with a concentration on training, development or research.
Additional Requirements
Applicant must be willing to be fingerprinted, successfully pass a polygraph, drug screen, extensive background investigation, and psychological exam. If you have used any illegal drugs in the past three years, or have been convicted of a felony or have a history of criminal activity, you will be disqualified and will not be hired for this position.
Comparative Analysis and Examination Schedule
We will be holding the 4-stage examination and conditional employment process for this recruitment the week of August 26, 2013. Applicants must be available Monday through Thursday of that week, August 26th through August 30th. As candidates advance through each phase of the process, they will be notified and must attend each subsequent stage in order to remain in consideration. The four stages of this process include:
- Oral and/or written assessment
- Polygraph testing
- Executive interviews
- Psychological suitability and drug testing
The selection process for this position is expected to be completed within 90 days from the date of this announcement through the conclusion of the necessary background investigations for applicants who receive a job offer.
