Description
An employee in this class performs inventory control work requiring the application of laws and statutes pertaining to the care, custody, and control of criminal evidence. Work involves receiving and maintaining custody of evidence and personal property; transferring property and evidence to courts, and obtaining evidence destruction orders. Employee is responsible for assisting the Evidence and Property Manager in maintaining inventory of property, ordering and disseminating supplies, and assisting the Evidence and Property Manager in conducting preparation for auction seized and unclaimed property. Employee in this class also performs clerical-administrative work assisting Department personnel in all property/evidence matters. Employee must exercise tact and courtesy in frequent contact with Department personnel, property owners, and any otherpersonnel. Work is performed under general supervision of the Evidence and Property Manager and is evaluated in terms of the efficiency and effectiveness of performance.
Full-Time 40 hours per week; 8am - 5pm Monday through Friday
Examples of Duties
Essential Job Functions
- Receives, records, safeguards, releases and oversees the release and disposal of all types of police property and evidence.
- Tracks the movement of and maintains chain of custody documentation for all property and evidence.
- Transports property and evidence to laboratories for scientific analysis.
- Assembles and organizes evidence for presentation in court; attends court and presents evidence and testimony.
- Coordinates the release, destruction, and disposal of adjudicated property and evidence as authorized; releases items to rightful owners; prepares associated reports. Assists the Evidence and Property Manager in preparing the release of unclaimed and/or seized items for auction.
- Assists the Evidence and Property Manager in conducting destructions of seized non-returnable evidence, contraband, and unclaimed property.
- Utilizes computerized data entry equipment and various word processing, spreadsheet, database and/or file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary; prepares a variety of correspondence reports and records.
- Utilizes computers connected to the National Crime Information Center and/or Division of Criminal Information to enter and obtain information and/or to communicate with other law enforcement agencies.
- Assists the Evidence and Property Manager with the disposal of hazardous, including bio-hazardous, material and waste.
- Drives vehicle to assist with drop off and pick up of evidence as needed.

Qualifications
Graduation from high school and 2 to 3 years of experience in inventory control work and 6 months to 1 year experience in clerical work; and/or any equivalent combination of training and experience required to perform the essential position functions. Previous experience working for a law enforcement agency preferred.
Special Requirements
- Must be able to obtain a certification by the North Carolina State Bureau of Investigation in operation of the Division of Criminal Information network within the first year of employment.

- Possession of a valid driver's license issued by the State of North Carolina.
Knowledge, Skills & Abilities
- Considerable knowledge of federal, state and local laws relative to criminal investigations and the custody of evidence.
- Considerable knowledge of the principles and practice of inventory control and record keeping.
- General knowledge of the organization and operations of the criminal court system.
- General knowledge of workplace safety practices and procedures, including applicable state or federal Occupational Safety and Health Administration and hazardous material disposal regulations.
- General knowledge of OSHA blood-borne pathogens standards.
- General knowledge of modern law enforcement practices, procedures and investigation techniques.
- General knowledge of modern office practices and procedures.
- General knowledge of the use and application of the Division of Criminal Information and National Crime Information Center databases.
- Ability to use popular computer-driven word processing, spreadsheet, database and file maintenance programs.
- Ability to maintain a comprehensive inventory and custody control program.
- Ability to apply interpretation of laws, rules regulations, protocols, polices and procedures to specific situations.
- Ability to prepare clear and concise reports.
- Ability to present court testimony effectively.
- Ability to exercise tact, courtesy and firmness in frequent contact with the general public.
- Ability to follow oral and written instructions.
- Ability to effectively communicate verbally and in writing.
- Ability to maintain a neat and orderly work environment.
- Ability to attend and participate in training sessions related to the area of evidence management, law enforcement related procedures, and professional development.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
- Ability to lift items, often of significant bulk and/or weight, during the handling of items.
