The following patches against 8.9.3 extend the RCPTFailDelay so that if
RCPTFailDelay is > 0, sendmail will write a message to syslog containing the IP
address of the client that sent the RCPT command. This should help you track down
and block abusers.

Also added is RCPTAcceptDelay. The problem with only inserting pauses when there's
an error is that harvesters could learn that value and for subsequent requests
assume that a delayed response means a non-existent username. With RCPTAcceptDelay
you can tell sendmail to pause just as long on good addresses as bad ones.
Obviously this might be bad for high-traffic mail servers, and noone has yet
reported such smart harvesters.
