yet to get an image what was *any* better than the original. Does anyone
have any suggestions as to how to manipulate the settings to get good
results, even as part of a testing process? Has the commercial version
changed so much that the version I have is out-dated? I'm trying it on
medium-quality JPG files from a ScanDual II scanner (3800x2500pixels).
Do I need to save scans as TIF's to use Neat?<<<

They completely changed the user interface since then, so you may want to
try it again. I believe they have a quick start tutorial on their website,
if it isn't included with the program. I'm surprised you haven't seen any
improvement. For me, it improves almost every image I try it on. It has
lots of settings that take a while to learn how to use, but just using the
default settings almost always gives me a better image. Also, I believe it
works on both JPG and TIF and the new 'Pro Plus' version includes a
Photoshop plugin as well as the standalone. Give it another try.
