If the scanner is powered up at boot, you can turn it off then on again 
sometime later without having to 'refresh' - the system thinks its got a 
scanner, even while it's turned off.

If you are managing to boot with scanner off, then power it up later and 
have it appear to s/w without doing a refresh, I think you may be Aleister 
Crowley. AFAIK it's a SCSI h/w thing, the bus initialises and finds out 
what is attached, and that doesn't happen automatically.
