It is a US Federal law so it tends to have fairly wide applicability in
commerce, and it has a set of conditions that have to be met around
authentication, non-repudiation and data change - I don't recall the
conditions and didn't save the review. BTW, the electronic signature
President Clinton used to sign the act apparently didn't meet tests of the
law.

E-mail doesn't normally meet the test because it is normally easily
repudiated and changed. For example, it is easy for me to send mail to the
list from Spencer, or almost any other email account over the internet. As a
result, Spencer can claim that the email was not his.

The Canadian law is similar

A law was just passed here in the US that makes a digital signature (i.e.
email) good in court.
